About INEND:

Initiative for Equality and Non Discrimination (INEND) was established in 2015 in response to the need for new, expanded, and diversified organizing on issues affecting sexual and gender minorities in Kenya. INEND specifically engages strategically and systematically with various actors in society, particularly those who are known perpetrators of violence and discrimination, as a means of reducing violations towards sexual and gender minorities.

Position Overview.  

The Head of Programs (HoP) will provide overall leadership and guidance in the design and delivery of INEND’s programs, and fundraising. They will be responsible for organizing programs activities, managing delivery and coordinating with internal and external stakeholders, leading program delivery and management of teams. The manager’s overarching focus is to position INEND to achieve its mandate, deliver quality programming and continuously work towards enhancing impact. The specific areas of focus include; strategy, fundraising and grant management, stakeholder management including the Board, and guiding programmatic delivery.

1. Strategic  leadership of  programs
Lead the conceptualization, development, implementation and monitoring of the  INEND programs in line with organisation’s strategy  

• Guides the conceptualization and development of programs, and fundraising strategy and plan.  

• Coordinates with the Head of Finance and Operations in monitoring cash flows  and program budget management 

• Provide strategic oversight, technical and programme management to ensure effective programme delivery, high quality outputs, with accuracy and consistency; 

• Provide management advisory role on all aspects of programme support, including leading the core programmes team, and contributing to resource mobilization; 


• Participate as a member of the INEND’s senior management team;  

• Leads organizational reviews, drives innovation, and uses research and data gathered from program implementation, landscape analysis, monitoring, and evaluation to ensure strategic goals and benchmarks are met. 

• Plans and coordinates periodic reviews of INEND Programme and fundraising  strategy  

• Participates actively in the development, implementation and review of organizational plans and strategies.
2. Program Implementation
Provide overall oversight that focuses on planning, organizing, and leading  programme implementation 

• Develop a clear plan and strategy for programmes management to ensure effective implementation; 

• Support and supervise staff to maximize program results, working with them to develop, monitor, and adjust work plans and to identify and resolve both tactical and strategic challenges. Monitor programme budgets and prepare budget modifications as and when necessary; 

• Identifies and capitalize on opportunities to develop the program and improve performance, including through innovative approaches to service delivery and new technical or funding partnerships; 

• Supervise and approve operational budgets in line with the programme’s operational budget in conjunction with the Head of Finance and 
Operations. 

• Ensure a robust, inclusive MEL system is implemented; including ensuring quality implementation of monitoring systems, and the development of and supporting program evaluation activities. 
• Assess the level of risks associated with programmes implementation and suggest mitigation strategies. 

• Develop user-friendly guidelines and toolkits for effective programme implementation and reporting; 

• Manage external technical consultants and partners to ensure high-quality outputs. 

• Provide early identification and escalation of issues in program performance to ensure risks are mitigated. 

• Reviews and ensures alignment of program priorities, strategies and  Coordinates with external actors, where necessary, to ensure harmonious  implementation of programs 

• Leads innovative approach adaptation, to offer alternative development  models
3.  Partnerships and  Outreach

• Partnership coordination and management: Ensuring partnership protocols are established and followed and effective coordination mechanisms are in place 

• Support all external engagement activities including technical donor reviews, implementation partner and stakeholder meetings, and engaging with government agencies, civil society organization and local Community Based Organizations (CBOs). 

• Participate in analysing and preparing proposals in line with the policy and strategic framework and review with other staff on the areas that need to be improved. 

• Lead and manage programmes trends analysis for continuous improvement and growth;

• Forge mutually reinforcing partnerships with relevant CSO partners, academia, media, private sector, and with bilateral and non-traditional funders and actors in order to stimulate action in the mobilisation of visibility and resources to advance non-discrimination and equality; 

• Positively represent the organisation in local and international fora as required
4Budget  development and  implementation
Ensure budgeting and budget implementation is in line with organisational policies, procedures and standards  

• Coordinates the budgeting process of the programs team ensuring that all  aspects of the department are covered in the annual budget 

• Monitors budget performance to ensure expenditure is within agreed limits • Reviews and approves program concepts and related budgets in accordance  with overall goals of INEND
5.Quality assurance  and reporting
Provide quality assurance to program design implementation and reporting in  line with INEND and donor standards 

• Reviews project and program reports to ensure quality standards

 • Provides guidelines for reporting and documentation of alternative models 

• Ensures that key lessons are documented, shared and disseminated within the  organization
6.Donor-funded projects and  resource  mobilisation
Maintain oversight of all donor-funded projects in collaboration with the Head of  Finance and Operations  

• Develops, updates, and maintains up-to-date project and contract management  and tracking system, as well as donor project e and contract database(s)

• Ensures provision and documentation of field and administrative support;  project implementation and timely reporting in line with policy and guidelines

• Conducts periodic contract management meetings, together with the Head of  Finance and Operations, and the ED, to harmonize donor fund flow and  accountability Leadership and  strategic decision  making
7.Leadership and  strategic decision-making
Contribute to strategic decision-making through SMT and provide  support to the Secretariat

• Lead, coach, develop, manage and retain high-performing staff;

• Establishes effective decision-making processes that will enable INEND to be flexible and efficient in achieving its long and short-term goals and objectives;

• Facilitates cross-departmental/project collaboration and strengthen internal communications with staff throughout the organization;

• Performs other duties that are relevant for the programs department (e.g. to develop policies, provide strategic advice on programmes, provide feedback on annual plans or reports, contribute to other fundraising efforts) as required; 

• Creates and promotes a positive, multicultural work environment that supports consistency throughout the organization’s strategy, operational methods, data collection needs and impact evaluation. 

• Contributes and ensures that INEND  organisational objectives/requirements from programme work are met, and feedback/  decisions to staff line managed  

Educational qualification and experience 

A Bachelors’ or post-graduate Degree in Social Sciences, Law, Development Studies, or any other related field. 

Required Experience 

• 5 years of proven track record in leading development programmes as well as either part of social movements or active member of civil society. 

• In-depth understanding of programmes development and delivery, influencing and policy work at state, national and international levels with and through either partners or directly. 

• Experience in managing relationships with donors, and state and non-state actors. 

• Sound and up-to-date knowledge of human rights, SOGIE rights, and development concepts,  methodologies, and techniques including demonstrated expertise in at least one specialist development area.
